The Maritime and Coastguard Agency (MCA) has been working closely with the Royal Yachting Association (RYA) and British Marine (BM), to produce a general exemption for pleasure boat owners.
Requirements
for firefighting and life-saving appliances will now be set on a proportionate
level reflecting the boat’s recreational activity.

general exemption, along with guidance for pleasure craft on other regulations,
and best practice advice can be found in Marine Guidance Note 538.
